Theoretically you should set your fps max to the Refresh Rate of your monitor, most cases 60 for higher resolutions and 70/75 for lower ones.
Reason being (from my udnerstanding), is to reduce stress on your GPU/CPU by not forcing it to render all the possible frames it can, and instead letting it perform at half its potential whilst not suffering any loss.
Hmm. I always believed that cmdrate/updaterate had no real effect on the game meaning it was independent of the actual frames. Cmdrate and updaterate for me was just to improve hit registration and overall server connection, but I don't know how the system works so I won't comment there.

type net_graph 3 in console it will then bring up the FPS and other useful things
If you sync your FPS with your screen refresh rate, why bother? Just turn on VSync on which does exactly the same thing.
Do this as a test.
net_graph 3
fps_max 101 or more
You will see you're sending out 100-101 k/s
limit your FPS to..
fps_max 60-61 or turn vsync on
You will see you're sending out 60-61 k/s
type in console net_graph
and put a 1 2 or 3 depending hjow much information you want....... cant remember if there is an uderline between so try without also
Vsync always messes with the way my mouse behaves, But yeah I can see what your saying with the whole fps_max thing.Just turn on VSync on which does exactly the same thing.
