If your not the warden. You cannot give orders easy as that. so unless the warden said no Ts move then know you cannot kill them
its a bit of a dog thing to do but if T's are not paying enough attention then its their own fault for moving?

I wouldn't allow this it should be frowned upon if a CT were to do that. As well it would cause uproars and arguments over why so killed so and free killing etc. So in my opinion no.
