    There is this one guy who wont get off my back. He keeps taking my accounts and I basically have nothing I can do to defend myself. Help me plsssss

    Silly. Just create your own... First though, Virus / Malware scan and if it happens again then do a fresh Windows install as you might have a keylogger etc.

    Reformat your PC ( Back up all your needed files ) And do a clean install of windows. Change your Password & Security Question ( If you can change Security Question ).
    Now, don't download anything off the internet and IF you have to then learn how to use sandboxie to your advantage, this will keep you protected against most threats.
    Install an anti-virus ( I'd reccomend NOD32 but it's all personal opinions on this one ), and Malware Bytes. Set up a weekly scan.
    Make sure you change all your passwords once you do a clean install and maybe consider using something like lastpass or keeppass to manage your passwords ( NEVER use the same password for two different things ).

    This SHOULD solve your problems but you'll have to wait and find out.

    Enable Steam Guard if you haven't already and check out these reccomendations from Steam:
